Will the brush hog handle cedar or privet?

Not if the stems are past about 2 inches. That's a disc or drum mulcher job, and if your photos show it, the estimator won't offer the brush hog.

Will it come back?

Yes. The brush hog cuts growth off and leaves it lying, so it will want a second pass or regular bush-hogging. Mulching sets it back much harder.

Can you work steep or rough ground?

Tracked machine, so rolling ground, rocky glades, and moderate slopes are normal work. Genuinely steep banks and soft creek bottoms are a judgment call we make on the walk-through, and they add to the price because they slow us down.
